Ghana and the US to review a rejected health compact

Washington has reopened talks on a health agreement Ghana rejected over its data-sharing terms.

By the Eagle's Cliff Africa desk · 17 Oct 2026 · Based on reporting by Trends n Africa

President Mahama says the United States has reopened discussions with Ghana on a health compact the government previously rejected. Washington has proposed talks to reconsider provisions Ghana found unacceptable.

The main concerns are provisions requiring Ghana to share national pathogen profiles and citizens’ private medical records with the United States. The President’s remarks did not indicate that Ghana had agreed to any revised terms.

Key facts

  • Ghana previously rejected the compact
  • Concerns: pathogen data and private medical records
  • No revised agreement yet

Why it matters

Health data is a sovereign asset. Ghana’s position shows that partnership terms can be negotiated, and that data protection belongs in the text of an agreement rather than in assurances around it.
